PARSONS HOLLYWOOD, June 21 (INS) Steve Cochran tells me that he has received the U.S. State Department's official approval to film "Heads Or Tails," the first -feature motion picture to be made in Yugoslavia with a Hollywood star personneL "For weeks I had been trying to get permission to make this story, written by Hans Jacoby, who also wrote 'Carnival'," said Steve.

"The signing came through the International Motion Picture Service after my background was thoroughly checked." He said he had telephoned Anne Baxter in London to see if she will co-star with him. One of Anne's best roles was in "Carnival" with Cochran. "Aren't you afraid," I asked Steve, "to make a picture in a Communist controlled country?" "No," said Steve, "maybe I can do some good." YEARS HARRY JAMES has been trying to take his band to Europe and something always happens to prevent it. Now Harry is getting his Capitol records all made, and he and Betty Grable, his ever-lovin' spouse, are arranging for their first trip abroad. Betty plans to take the children with her, and they will leave in the fall and be gone for four weeks.

Harry will open in Frankfurt, Germany, and Betty and the two children will tour Germany until he finishes, then all of them will visit London, Paris and other big European cities. The Little will show "Secrets of the Reef" is a documentary produced at the Marine Studios in Marineland, and is said toi tell a true story that is stranger than science-fiction. The Regent, in a sudden decision to move out "The Wayward Bus," is showing two return pictures, John Wayne in "The Quiet Man" and Joan Crawford in "Johnny Guitar." The Little's new picture explores the mysteries of marine life in the coral gardens below the sea, looks at an octopus, a father seahorse about to give birth to the young in a seahorse's singular fashion, a jellyfish and turtles, lobsters, shrimp and a host of fishes, such as the 6argassum which is almost invisible. Nurses to Give ConcertTonight Two student nurses at, Strong Memorial Hospital will present a musical program tomorrow (Sunday) night at 8 in Helenwood Hall at the hospital.

Performers will be Donna Magendanz, 'cellist and pianist, and Beth Homan, pianist and mezzo-soprano. They will present selections from Schumann, Schubert, Puccini, Mendelssohn and other composers. DAR Medalists Feted At Chapter House More than 100 sixth grade pupils who had been awarded Good Citizenship Medals by the Sons and Daughters of the American Revolution were feted yesterday afternoon at the DAR Chapter House. The only thing that stands in the way of Ricardo saying "yes" right away is that he made a pilot film, "A Night in Havana" for Desilu, and if this is sold he won't have time to do a stage play but it takes forever and a day to sell these pilots. Rehearsals start the first week in August, and the play will have a tryout In Philadelphia and other eastern cities before the opening. There are thirteen songs by Yip Harburg and Harold Arlen. Remington deliver the school's 21st annual commencement address. Remington, a graduate of the first class at the Rutgers school, called on the new graduates to their knowledge for the betterment of their communities.
