Spokesmen for the new organiiatlon, after a conference at the American Federation of Labor headquarters appeared before the House Judiciary Committee to urge legislation proposing or regulating employment of children in mines, factories and similar arduous occupations. Representative Chandler, Republican, New York, said it was the opinion of himself and other members of the committee that the Supreme Court's ruling had made it impossible to accomplish anything by legislntire regulation unless and until a constitutional amendment had been adopted. The organization formed to-day to institute a campaign for such an amendment will be known as "the Permanent conference for the abolition of Child Ln-bor." Mr.

Uompers accepted the post of permanent chairman. Committee of Ten Named. A committee of ten was appointed to draft a constitutional amendment and "the best form of law" to meet the situation. This committee will report to the conference at a later meeting when action on its recommendations will be taken. The conference adopted a resolution, introduced by President Gotnpers, which declared that the "conference expresses itself determinedly opposed to abolish child labor for profit throughout the United States, its possessions and territories." In addressing the conference and commenting on the hearing on child labor before the House Judiciary Committee Mr.

Gompers said that "if the attitude of the committee is a guide to congressional sentiment we have a fight on our hands, strange and mid-victorian as that may seem." Mr. Gompers said that congressmen were engrossed in matters which they deemed of more consequence "in the stern business of getting re-elected." "It is amazing and astounding that it should be necessary to ask Congress to protect childhood," Mr. Gompers said. "Congress ought to be eaer to perform this duty. Expressions lrom committee members this morning, however, indicated much more of a desire to find a way out than to find a way through to success.

"But Congress will get no rest. The issue is before the country. We are prepared to fijiht the issue through to a conclusion that shall be final and that shall at last bring freedom to American childhood." Among those who met with Mr. Gompers to-day were Dr. E.

O. Watson, of the Federal Council of Churches; Mrs. Florence Kclley, general secretary of the National Consumers' League, and Matilde Lindsay, representing the National women's Trade Union League. Conferences were held to-duy b'tween the attorneys for Muthiide's father, Harold F. McCormick, i president of the International Harvester Corporation, and her mother, Mrs. Edi'h Itockefeller-McCormitk, wently divorced. While the nature of thcxe conferences was carefully guarded, there are strong indications that a compromise has been reached or will be reached whereby Mrs. McCormick will withdraw her opposition to Harold F.

McCormick as the guardian of Mathilde, but with the single proviso that she is not to be married to Max User or to leave the United States until she is of legal age, which will be on April 8, Expert Oser to Fight. In the face of the activity here, dispatches from Switzerland quote User as suying be will marry Mathilde in spite of her mother's opposition, but the Probate Court may rule that sha is not to leave its jurisdiction until she is of age. Many things may happen in a year. Oser, already nearly thirty years Ma-thilde's senior, will be older and Mathilde herself may see things in a different light. A year would also give time for Mrs.

McCormick and her attorneys to dig pretty thoroughly into Oser's history. There were broad hints at the hearings to-day that his record would not bear close inspection anil that lie has heretofore been auitor for rich American women. Asked for the names of some of these women, the attorneys for Mrs. McCormick declined to give them, but said there were "grave reasons why tbe 17-year-old girl should not become the bride of the aged European." Declare Oser a Lothario. It is said Mrs.

McCormick's attorneys are prepared to show that Oser has been conspicuous by his attentions to unattached American women and girls, more especially thosa with fortunes, at his riding school and around the hotels at Zurich. Mrs. McCormick aside from her unalterable opposition to her young daughter marrying a man three times her age, calls attention to the fact she would thereby lose her American citizenship and thut her great fortune would pass under control of the Swiss government, would email many complications. She says through her attorneys, that Oser's fortune consists solely of cash and an assured income of $ID0 a month, which is bnrdly sufficient to pay the bills of John I. Rockefeller's granddaughter.

While attorneys argued over the tangled romance, Judge Henry Horner waited in Probate Court to-day for the formal filing of ber mother's protest against her marriage to Max Oser. The judge had ordered that the objections of Mrs. Edith Rockefeller be filled with him before 1 o'clock this afternoon but attorneys for Mr. and Mrs. McCormick were in conference long past that hour and the court closed without action having been taken.
