The draft plan provides for final decisions by the council. 4 The international Court of Justice should decide what nation is an aggressor in disputes on which there is disagreement. (Dumbarton Oaks provides that onlyi juridicial questions come before the court.) The request for adequate representation for South America is taken to mean three seats on the executive council, although Brazil did not flatly say that. Also, it is believed that Rio de Janeiro hopes to get the nod If South America is able to get a permanent seat.
